Descripción: Gelkis Salinas Parra caminaba de vuelta a su domicilio particular cuando es detenido por dos policías, quienes obedecían la orden de los agentes Mikel y Addiel. Posteriormente, Gelkis fue trasladado a la PNR de Mella, donde permaneció por más de 12 horas imponiéndole una multa de 2000 pesos.
