Carlos Alberto Ortega Arias estaba realizando una actividad de la UNPACU en su casa cuando miembros de la Policía Nacional, bajo el mando del Capitán Miguel Rodríguez Rojas y Elixati Batista Almaguer, irrumpieron en la vivienda amenazando a su familia y llevándoselo detenido a la Unidad de la PNR de Chaparra, en las Tunas.
